This year 2009-2010 Eng./ Mousa Husain Al-Sarraf was selected as the award`s recipient because of his Leadership, and Pledged Dedication to Civic Development.

Eng./ Mousa Husain Al-Sarraf Born in 1947 in the Sharq area, Kuwait and raised in the same neighborhood Studied and graduated from Shuweikh High School in 1967, Received a scholarship from the government to study Engineering in the U.S.A.

Attended transition year in W. T. Woodson High School in Fairfax, Virginia and graduated in 1968, Attended Toledo University graduated in 1972 with Bachelor of Science in Civil Engineering.

    Advisor to Head of Municipal Council for Technical Affairs.
